Notional Pay Fixation vs Fitment Multiplier

A central debate in every Pay Commission is how past pensioners receive parity with current retirees. The government historically offers two distinct formulas, granting the pensioner whichever generates the higher monthly amount.

Method A: Fitment Multiplier

Universal

The existing basic pension drawn on the cut-off date is multiplied by the approved uniform fitment factor (e.g. 2.57× in 7th CPC).

Revised Pension = Existing Basic Pension × Fitment Factor

Immediately computable for all past retirees across all service generations.

Method B: Notional Fixation

Gated Rule

The employee's pay is notionally moved stage-by-stage through subsequent pay commissions up to the 8th CPC matrix. Pension is fixed at 50% of this notional basic pay.

Revised Pension = 50% of Notional Basic Pay in 8th CPC Matrix

Post-2016 retirees can compute this directly. Pre-2016 retirees require official concordance tables.
